Dear colleagues,

On behalf of NAST Russia let me express deep respect and congratulations to hosts, organizers and guests of this significant professional world of the executive protection and security service event. It is symbolic, that IBSSA and NAST, two professional families were established at the same time and on the same professional principles; today we have a unique possibility to discuss no more, no less than the future of the global executive protection market.

Nowadays the professional world follows global realities and tendencies; otherwise it is not a professional world. There are a lot of people in the world, who understand that, and set their efforts not only to follow the world market developing, but also to be on the top of that.   Commonwealth calls them leaders. Leadership based on creativity and professionalism. Ideas are a mental fuel for the future especially in the security world where we are in charge for other persons comfort, health and life.

To make a long story short, I would like to present to your attention a subject of mutual interests – “Executive Protection Global Standard” – the idea, and the ways of its implementation. Few years ago this idea had been discussed with Dr. Konstantin Buzatu in Moscow and later in Chishinau, in frames of the international Executive Protection test event, where the Romanian team took part and showed impressive results. This project started in Russia ten years ago and had been approved by practice. In February 2008 certain steps were discussed in detail with retired US Secret Service personnel in Moscow at XIII international forum «Security and Safety technologies». After a great deal of deliberation complete understanding was achieved, and idea was turned into real actions. Basic principles and forms are already coordinated and done.

Standard description

Executive Protection Standard is based on initial recruitment for bodyguards and executive protection staff. In most products and service markets there are quality and corporative activity standards written and generally accepted. Staff must be qualified, service must be certified. In executive protection world those things are crucial. We need to work with reliable people to be sure they are trained to react properly in ultimate situations and initial understanding of their place and role is completely adequate to reality.

All of us know how the world security market is working. Ideas drive the market, advertising just promote effective ideas. So there comes a time to insert a brand new idea into existed professional relations.

Everybody can declare his or her own or company advantages and professionalism. But to say is not to have. If one has approved certificate of knowledge organisation we have a possibility to understand what level of integrity this person or company declare. Thus works for example, Quality Management system standard ISO – 9001. If we trust standard holder organisation, we have a reason to trust certificate holder.

Executive Protection standard involves quality of individual professional skills. For example NAST Academy training system based on fifteen professional skills. Basic list of those skills for global standard could be described like six of them:

  • Planning and preparation skills
  • Actual work routine
  • Shooting
  • Close Quarter Battle
  • Paramedicine
  • Security driving

Every item in this list is composite, and units accordingly the set of well known basic practices. Each practice requires perfection in implementation.

To match above mentioned skills on the market, proper person must confirm his or her own ability to be paid for the potential job. This process in Russia we called qualification, and practically, in the professional society it is certification. To match first two items candidate must pass theoretical tests. To pass the rest of skills one must do practical drills and exercises.

In general, all descriptions and elements of tests, examinations and practical exercises are in existence. Also the test process routine itself is determined.

EPGS market strategy

It is very easy to set any standard, but main problem is to maintain it, to satisfy all interests were laid between the lines in the very beginning. To make it work there must be real and reliable network with sufficient professional and advertising resources. First step is to get an agreement between standard founders or holders with standard settings and qualification test routine and requirements. Second step is standard idea and advantage promotion as wide as possible. Primary target auditorium is the clients; already have personal security for full time and the others, who potentially need them for the part time job.  Secondary target auditorium is security companies and bodyguards themselves.

Main slogan for this process is - «The best use the best». Who will stay apart of it – will stay in the past and practically have no chances for the future development. Idea, multiplied by energy and proper calculation, will give result accordingly to internal potential of the Standard holders and supporters. In professional team everybody is doing his own part of task, and must do it as effective as possible. Otherwise it is simply declaration of amateurs.

Let me express my own feeling about perspectives. If the IBSS and NAST families unite their potential and possibilities, this idea will work perfectly worldwide.

EPGS professional test event

Aims & Tasks

1.1. The purpose of carrying out of the EPGS test event is professional examination of domestic, regional; international both private and state close protection groups and individuals. EPGS test event steps as basic process of becoming of the professional approach to maintenance of personal safety in the world. Definition of the best teams and experts for representation of top essential school of bodyguards in the professional international market. Reception of actual results for perfection of programs, techniques and forms of trainings of bodyguards, for use in educational processes of Academy the EPGS.

1.2. Creation of a basis of a professional international network of close protection specialists, experts, advisors and managers.

1.3. A practical exchange of experience between close protection experts and specialists and achievement of objective estimations of professional skills as team-participants, and separate individuals by results of competitions for strengthening international cooperation of the EPGS branches establishing and development of the professional code of moral and ethic.

1.4. Development of professional standards for qualifying process in the international market for multipurpose. Development of regional networks the EPGS branches. Preparation, training and qualifying of experts and instructors (the judges of competitions) of the EPGS Academy for work in theoretical and training areas of process of maintenance of any person personal safety worldwide.

1.5. Creation of a basis of a professional international network of bodyguards and executive protection personnel under EPGS «Delta» network brand name.

1.6. Fastening and development of positive image of professional culture of bodyguards in worldwide mass-media.

1.7. Promotion EPGS test event in the market of services on training and qualifying of employees of bodyguard as truly professional structure using the newest techniques, the given and profile world achievements, and also modern material base in dense cooperation with leaders of technological innovations in the field of a safety.

1.8. Statement the EPGS brand as dominator of the ultimate modern professional close protection approach worldwide.

1.9. Maintenance and development of the EPGS international close protection shooting standard «ТОР 9» as examination tool.

1.10. Maintenance of the EPGS standard of extreme medicine for the bodyguards rendering the first medical aid «3x5x3» as examination tool.

1.11. Maintenance and perfection of the EPGS IED/ESD search sweep standard «20» as examination tool.

1.12. Maintenance of the EPGS on protective driving «500 X 9» as examination tool

1.13. Developing EPGS CQB standards.

Test event stages

Executive Protection Group of 4 +1(team manager - for managing and substitution abilities) run through 6 skills stages. This is so called "classic" scheme.

Tactic stage

First stage.  Pre - determined route (exit - embussing - driving - de bussing - enter) three-four kind of attack imitation - armed, bomb, VIP “tricks”, broken or attacked car, etc. EP Group must act as they are on duties.

Referees - team managers (but not a team manager of action team). They have 10 points system. All mistakes are discussed in advance and every mistake has its own value.

Rules are similar to figure skating. Top and bottom points are eliminated and the sum of rest is divided to the whole quantity. "Georgian rule".

Close Quarter Battle stage

Team has to demonstrate their ability (by individual and also in group escort) to combat armed and unarmed combat.

There are four attempts. Every team member demonstrates his skills, and then two from team do the same.

Attackers are from the same team to avoid traumas. Tasks are given by referees. Teams do not know what kind of attack will occur. Initial distance is 3-5 meters.

We have developed with our experts a specific system for the protection of a client based on a well known martial art.

IED/ESD search/sweep stage

Car and room. Time limit is 20 minutes.
EP Group must not only to find bombs, bugs and suspicious things, but also give a conclusion if the object is "clear" for VIP.

Driving stage

Driving route from 500 to 700 meters. 1/3 of the distance driver has to move backward. 9 -11 test points – special conditions (turns, winding road, tight parking place, precise stop point, etc).

Paramedicine stage

Trauma management – casualty transportation no less than 400 meters – ABC (dummy test). In control list there are no less than 40 mistakes. Every mistake cost seconds.

Shooting stage

Last stage. Two exercises. International bodyguard shooting standard "TOP 9" and "Duel" exercise.

Every event maximum points are 600.

The winner team is the one, which get more POINTS not PLACES. It is very important in such a kind of tests. They have a chance till the end of event to get a best result.

 

We avoid naming this event COMPETITION - we are not sportsmen!

Minutes of the 13th Congress of IBSSA
6th September 2008, Arad / ROMANIA
City Hall

Dr. Constantin BUZATU (ROM) – host of this elective Congress of IBSSA welcomed all delegates, representatives, observers, honorary guests and wholeheartedly greeted Prof. George POPPER (HUN) – President of IBSSA. Dr. Buzatu made a remark about the number 13 – he was happy to host and organise the 13th IBSSA Congress as he was born on the 13th and also was
one of his sons, so the number 13 brought luck to him and that is why this Congress means success!

Prof. George POPPER (HUN) – President of IBSSA expressed his thanks to everyone for their continuous support and attendance at this significant event, with special thanks to Dr. Constantin BUZATU for hosting the Congress and also to Mr. Zoltán PÁNCZÉL (ROM) and his team for the great help and support. Prof. Popper welcomed His Most Eminent Highness Prince
José COSMELLI (POR) – Honorary Member of IBSSA, and then introduced a special guest: Mr. Dmitry FONAREFF – President of NAST Russia, the Russian Bodyguard Federation.
The President of IBSSA gave a short report about the Congress itself, that the first part would be an internal meeting, while the afternoon’s General Assembly is open for all guests and the press.

The President asked Dr. Rony KLUGER (ISR) – General Secretary of IBSSA for Roll Call.It was announced, that having the roll call country-by-country and delegate-by-delegate was unnecessary as majority of the attendees knew each other and according to the list of participants 80 delegates were present at the Congress, representing hundreds of security experts and workers from 20 countries. The delegates with voting rights had either 1 or 10 votes, as for individual members has 1 vote and corporate members has 10 votes. Voting by proxy was also allowed according to the Statutes of IBSSA.

After the administrative formalities the Congress unanimously adopted the following proposals:

Mr. Imtiaz ABDULLA (South Africa) – Vice Chairman of the EC was planning to attend but had to cancel for personal reasons

Mr. Krisztian ZERKOWITZ (Belgium) – Country Representative of IBSSA sent greeting letter and report on their activities

After the welcoming speeches, the roll call and brief reports Prof. George POPPER – President of IBSSA, Chairman of the Congress informed all attendees that this Congress was an elective assembly. The President gave a thorough report on behalf of the Board of Directors on the activities of IBSSA since the last Congress and especially on the work of the association in the past
5 years. He informed the participants that all congress related materials, significant documents and previous reports on IBSSA as well as on IBSSA – ISF were uploaded to our Website: www.ibssa.org and were also distributed worldwide (Detektor Plusz Magazine, Bodyguard and Security official magazine, Martial Arts Magazine, Serbian Magazine – special edition).

Prior to the main lines and reports of the Congress Agenda, Prof. Popper called upon Dr. Constantin BUZATU – Chairman of the IBSSA Executive Committee to present a brief report on behalf of the Committee.

Prof. George POPPER – Chairman of the Congress reported shortly about the auditing, as there was only one independent auditor formerly, but now there is an Auditing Committee consisting of 3 people. Prof. Popper called Dr. László REINDL (HUN) –
Hungarian member of the Institute of International Audit (IIA), experienced auditor in several national and international organisations to provide official information on the pecuniary situation of the association. After the official report the President of IBSSA handed over a certificate of merit to Dr. Reindl for his outstanding services as Auditor in 2004 – 2008.

Then Prof. George POPPER asked the Congress to approve the above reports. The Congress unanimously adopted all the reports including the report of the President, the General Secretary, the Executive Committee Chairman as well as the Audit Report.

Prof. George POPPER gave a detailed report about the budget for the future and roughed out the financial situation of IBSSA.

Then the President asked the Congress to approve the Budget for 2009. The Congress unanimously adopted the Budget.
Prof. George POPPER – President of IBSSA and Chairman of the Congress informed the congress participants that the Statutes of
IBSSA was last updated 8 years ago! It is high time now to have some modifications in the Statutes.
- instead of Honorary President he suggested to have Patron of IBSSA
- instead of Executive President he suggested to have President of IBSSA
- instead of President + 4 Directors the Board of Directors should be composed of the President + 7 Directors
- instead of one independent auditor an Auditing Committee of 3 people should be appointed

The Congress unanimously adopted the modified Statutes.

After the 30 minutes break Prof. George POPPER requested H.M.E.H. Prince José COSMELLI to take over the chairmanship.
The new Chairman of the event announced, that since the last IBSSA Congress some members passed away and he asked oneminute silence upstanding for the deceased IBSSA members.

H.M.E.H. Prince José COSMELLI – Chairman of the Congress called Prof. George POPPER – President of IBSSA – as speaker, who first of all expressed his thanks to the Patrons of the Congress for their support, kind hospitality and for all kind of
cooperation, then he reported about the future goals, programs of IBSSA for the next 5 years and asked the Congress for confidence.

Prince José COSMELLI announced that, as the report of the last 5 years shows, the ex-leadership made a great job. Then he reviewed the proposal of the Executive Committee for election. The document is based on the proposals and nominations arrived
30 days in advance the Congress date – according to the Statutes of IBSSA.
The Congress unanimously re-elected and elected the members to their positions stated in the proposal of the Executive

H.M.E.H. Prince José COSMELLI passed the chairmanship to Prof. George POPPER – President of IBSSA, who provided short information on numerous events of IBSSA for the year 2008 – 2009 and called the respective speakers to give detailed report about these programs. Some main events:

After the information on the forthcoming programs Prof. George POPPER announced that IBSSA agreed with the Russian
Bodyguard Federation (NAST Russia) on future cooperation to fight against crime, terrorism and narcotics. Mr. Dmitry
FONAREFF – President of NAST Russia reported about this collaboration.

General Assembly

After the lunch brake at 2 P.M. the Opening of the General Assembly of the 13th Congress of IBSSA started, it was open for all guests, observers and the press.
The Chairman of the Congress – Prof. George POPPER welcomed everybody, which was followed by a short briefing about the first, official part of the Congress for the new guests.
Dr. Constantin BUZATU (ROM) – host of the Congress welcomed and introduced a special guest: Mr. Gheorghe FALCA – mayor of Arad, who made a presentation about the city.
Prof. George POPPER congratulated to the Mayor of Arad for his significant work and re-election.
Dr. Miki VARGA (HUN) – CEO of IBSSA USA prepared a short skype connection with numerous members of IBSSA in the United States and reported about the activities of their office to the Congress participants.

The Board of Directors of IBSSA handed over Medal of Merit decorations and diplomas to the following high-ranking people for their continuous, remarkable and outstanding work:
• His Excellency Dragomir RADENKOVIC (Serbia) – General Consul of Serbia from Timisoara
• Mr. Roberto SPERANDIO (Italy) – Consular correspondent
• Chestor principal Pavel ABRAHAM (Romania) – President of National Agency against Drugs Consumption
• Chestor Ms. Mihaela TOMITA (Romania) – Police Academy Romania
• Dr. Eddine OSMAN (France) – Intl. Coordinator of IBSSA for France and North Africa
Medal of Merit – Golden level:
• Rado STOIAN – Director of International Relations (at the Prefect of Arad)
• Gheorghe FALCA – Mayor of Arad

Dr. Constantin BUZATU (ROM) – host of the Congress called Chestor Ms. Mihaela TOMITA (ROM) – on behalf of Mr. Costica Voicu, General of division, ex. Rector at the Romanian Police Academy – and also Chestor principal Mr. Pavel ABRAHAM – President of National Agency against Drugs Consumption to talk about their activities in the field.

H.M.E.H. Prince José COSMELLI – Chairman of the Congress announced the next program, the Award Ceremony and he called Prof. George POPPER – President of IBSSA to hand over the IBSSA Award diplomas to the following people for their professional work:
“Security manager of the Year 2007” Mr. Virgil DARIE from company Molid Total Security S.A.,
“Company of the Year 2007” TOP COP Security Zrt.
“Master Teacher of the Year 2007” Mr. Gheorghe COVRIG

Dr. András CZAPÁRY (HUN) – Chairman of Technical Department of IBSSA and General Manager of Microraab Electronics
Ltd. Co. sent his report on the activities of the department.

Mr. Krisztian ZERKOWITZ (BEL) – Country Representative of IBSSA for BELGIUM also sent his progress report on the
planned events and current activities of IBSSA Belgium.

After the award ceremony and the reports Prof. George POPPER closed the Congress and expressed his special thanks to the Organizing Committee as well as to the supporters and patrons of this successful event. 29th September 2008, Budapest

The Executive Committee meeting was held like usually one day before the annual congress of IBSSA.
President Prof. George Popper welcomed the present members of the Executive Committee and His Most Eminent Highness Jose Cosmelli – Grand Master of KMFAP and also our special guest Mr. Dmitry Fonareff – President of the Russian Bodyguard Federation.
Prof. Popper expressed his thanks to Dr. Constantin Buzatu for hosting the 13th Congress of IBSSA and for the high level preparations.
The President opened the meeting and gave short information about the development, the latest publications
and news.

The Executive Committee made the following decisions:
1) The President’s report and all financial documents inclusive the Audit report were accepted and the EC will propose to the Congress to adopt them
2) The final congress agenda was agreed, proposal for amendments of the Statute were accepted and will be proposed to the Congress
3) Information about candidatures for the new leadership to be elected for a five year period were accepted and the EC proposes for the congress to adoption
4) It was agreed by the proposal of Mr. Fonareff that the Education and Qualification Department – together with Mr. Fonareff – will formulate a draft appeal for adoption of the Congress
5) The President gave information about the planned award ceremony and future events
6) As there was no other remark the meeting was closed at 6:00 pm.
